Debug Configuration Initializer

I cannot set the initializer function when creating a Debug Configuration if the component is a component reference. I can set the initializer function directly on the same component in its source package. The popup dialog only shows ‘none’ as an option. I get the same results with version 5.5 as I do with 6.4.3.
